Can I get admission for Heritage Institute of Technology or Techno India, Salt Lake with 22001 rank?

I want to pursue CSE and I have scored 86% in 12th (CBSE).

You have not mentioned whether it is JEE Main or WBJEE rank. In case of JEE Main you can easily get admission with this rank. However, you will not get a seat in CSE with this rank in WBJEE in Heritage Institute of Technology.
