Can I get admission for MCA if I have only one active back in my BCA (from MJPRU), which will be cleared this year after my 6th semester?

If you successfully clear your backlogs, you can apply for MCA as you're eligible to do MCA after you clear all your backlogs.

if he clear backlogs in upcoming re-examination, can he get admission in same Acedemic year , avoiding year drop
