Can I get admission for PhD through off campus mode? I have done my MA in English from Bikaner University with 59%.

Ph.D. Admissions are offered by Universities on the basis of entrance tests. The Percentage matters in applying and getting the final merit list made. You atr eligible to apply because most of the institutions ask for 55% as minimum.
