Can I get admission for software engineering in a government college with 60% in 12th standard?

Admissions don’t depend on your 12th percentage. If you got 60% in 12th then you are only eligible for most of the government colleges. In most of the government colleges admission is on the basis of JEE Mains rank or their admission test.

Your admission depends on your performance in the entrance exam if you get a high rank in entrance exam then definitely you should get a government college.
