Can I get admission in a foreign university with only 54% marks? I have scored 54% in class 12th with science stream.

The question is which foreign. If you say Bangladesh Sri Lanka, Russia you can. if you meant to say really good institutes across the world who has reputation and provide quality education and institute has word recognition, No. private institute on those countries may grant you admission but not we

IELTS is not a sole determining factor that is just to tell you that you have English proficiency, your academic background and personal profile matters.
