    Yes, you can get admission in the top colleges, only if you are from Delhi. Otherwise, you can't, because there is 85% Delhi state quota.

    Yes the rank seems sufficient to get you a seat in good college under IPU. In case you have Delhi residential then you can surely make it to one of the best college for biotechnology. Go for the counselling and make sure that you have a look at previous years cut off.
