Hello ambika jii, According to the percentile it is hard predict anything. There is very less chance to get any government college but keep in trying and try very best.

Hi dear, if you are from general category 64 percentile is considered quite low score. So, to best of my knowledge you will not get any government college with this score. But there is no need to worry you still have your second attempt give your best there. All the best.

With a NTA score of 64, you may have some options for B.Tech. colleges, but it may be challenging to get admission to top-tier colleges. However, there are many good colleges that consider JEE Main scores for admission and have lower cutoff scores. Some good colleges for B.Tech. with lower cutoff scores include:
National Institute of Technology (NIT), Agartala
National Institute of Technology (NIT), Arunachal Pradesh
National Institute of Technology (NIT), Meghalaya
Dr. B R Ambedkar National Institute of Technology (NIT), Jalandhar
Indian Institute of Information Technology (IIIT), Guwahati
Indian Institute of Information Technology (IIIT),
    ...more
