My UPTU B.Arch rank is 868 and in12th class I scored 56%.

Yes, you can. But, for that you to pay some donation in this college, as this college is very strict in there rules, and hence they cannot compromise with the 4% marks. -

Eligibility for B.Arch Programme is Minimum 60 percentage with maths and you can apply through NATA score.
So, accordingly, you are not eligible for the same.
