Can I get admission in any good university in Hong Kong, Germany, USA or France?
I have scored 42% in class 12th. I am pursuing engineering.

With 42%, the only possible options are extremely low grade universities, you will not be granted a visa and might be even deported back to India, such is the situation. This is not to demotivate you, but you need to be aware of the reality outside. Check for options in India, if you do well in engineering and score above 55%, you may consider going abroad.
