Can I get admission in any government engineering colleges in West Bengal? My rank in JELET is 1388 in GMR and 198 in SC.

Yes, sure. With your rank, you'll easily get admission into IT in Jalpaiguri Government Engineering College. With category, you might get better stream. Hopefully, you wll get Kalyani Government Engineering College too.
