I have scored 182 marks in paper 2 but I had not cleared the cut-off of paper 1.

Hey, Paper 2 rank will allow you to take admission in only B.Arch courses, which are for the architecture stream. Paper 1 rank will be used for admission in B.Tech and BE courses in CSE, IT, ECE, EEE, mechanical, civil and all other branches of engineering. And the cut-off is just for those who have
