Yes you can get admission in B.Tech without any entrance exam. There are many college that provide admission without any entrance exam like
Aravali college Faridabad
Maulana Azad College, located in Kolkata, West Bengal,
For them you have to pass 12th class with 50% above score with physics and

Yes, the admission after 12th can be taken on merit basis also.

Hello Pratik,
Yes, you can get in the colleges that admit the students based on your class 12th board exam marks (merit). The entrance exams are for the some private colleges which admit only based on their scores. Some exams like JEE main provide you a chance to get a good college.
