Yes, its not a difficult. You can provide a affidavit for the same, if college asks the same.

At Ignou, you can do that if you fulfill their eligibility as there is no age bar. Check here and apply for july cycle. https://onlineadmission.ignou.ac.in/admission/Default.aspx#end
