It is impossible as you have scored just 20 in JEE Mains and demands for big one which is not possible with your merit but it is possible with your money in 21th century everything is possible if you have money in your hand. -
No, you cannot get admission in DU as its cut-off is very high. -
No, you cannot get admission there. Don't waste your time there. You can get admission in some private college.

See brother, the marks scored by you is good but that's not enough for getting admissions in Delhi University.
Actually, it must be called Delhi Technical University. The rank needed for a non-Delhi resident of a general category must be around 20,000 to get admission in the 4th round of counselling. Try next time with all your efforts.
