It depends on the category with which you take admission in DTU i.e General, SC, ST, etc. If you are a general candidate then it is difficult for you to get admission this year. Please check this year's cutoffs for various branches. Dropping a year is entirely your decision, first check if you can g

See, if you are from general category then you can't be able to get admission in this college but if you are from SC/ST, then you might be if there are vacant seats in the spot round of the counselling.

No, you cannot get admission in DTU because of 2 reasons. First is your board score, which is less than 75%. Second is you have not qualified JEE Mains. Getting just 60 marks shows that you are incapable of getting a good score in JEE Mains.
