Can I get admission in GRADUATION after completing 3 years deploma in electrical engineering?

Hello Suraj Pratap Singh, Those students who have completed 3 years of Diploma in engineering for which they could have sought admission after completion of only 10th are definitely and surely eligible to seek admission for graduation in engineering. As a matter of fact, there is a great advantage of admission in second year of four year degree course directly called as lateral admission. However if you are desirous of seeking admission in any other graduation course then you definitely need to obtain equivalence certificate for Diploma as of 12th. Many state governments have declared this since sometime. The best place to see this equivalence certificate is your own institution from which you are presently pursuing your Diploma in engineering. However if your state has not declared Diploma as equivalent to 12 then I am afraid there will be trouble for you to take admission in any of the graduation courses other than engineering.
