Can I get admission in IIM-B if I crack CAT with 99 percentile? I have scored 70% in 10th, 80% in PUC and 85% in B.Com(Hons.).

Since you have not mentioned your university, it is quite difficult to say. But, in general, it sure does seem possible. A lot depends on the marks of people around you (as IIM Bangalore grades your marks relative to others and then gives your application some points). Anyway, it does seem possible, just score as high as possible in your CAT. -
There is a 30-40% weightage given to academic profile. If there is someone with a higher percentage in 10th, it may be a minus point for you. There is no harm in trying. You can always try.
