No, IIT's give admission solely on the basis of JEE advanced rank. However, you can apply to other government as well as some non-government colleges with the JEE Mains rank.

For admission in any IIT you have to qualify JEE advance and have to get rank within 10,000 to get IIT college if you get passed in JEE mains with good marks then you can get admission in NIT's not IIT's.
