No, the person isn't able to get admission in IIT, IIIT or NIT as the minimum requirement to get admission into these is 75% in HSC.

You need to give JEE Main and JEE Advanced to get admission in IIT, IIIT or NIT.

Sorry to inform you that you cannot get admission in NIT, because the minimum criteria for getting admission is 75% and a good rank in JEE Main.
Do not loose hope try for some other college.
