You may get or you may not get. It cannot be said with assurity, as the JEE has just changed their examination pattern for the paper and the counselling procedure may also vary a bit.

First of all congratulations, with 17321 in JEE Mains Paper 2 exam and 86% score in your class 12th, you may secure admission in NIT Calicut - National Institute of Technology - B.Arch. -

In JEE Mains paper 2 rank 17321 is good but you can't get a seat in NIT, because for NITs your rank must be around 5000 but you must check previous year's cutoff for various NITs. -
You can apply for BIT Mesra. They accept upto 20k rank.
