Can I get admission in NIT in the 2nd year after qualifying JEE after completing 1st year of B.Tech from State Institute of Technology?

Hello Abhijeet,
The IITs and NITs do not provide lateral entry admissions. So, that you cannot get admission the second year by direct admission.
If you clear JEE main also, you will be eligible for the 4 years B.Tech only. You need to discontinue the institute and join an NIT.

Some colleges do offer that, not BITS-Pilani, VIT, etc., but I think SRM and Manipal University have that option. You may browse the lateral entry colleges on the NET.
The following also offer lateral entry:
1) Netaji Subhash Engineering College, Kolkata
2) Delhi Technological University
3) Manipa
