Yes, you can get the admission, but you cannot get stream of your choice.

Yes, you have a chance to get admission in NIT Rouekela, but you have to compromise with the branch.

Yes, you can. Check out the link josaa.nic.in to know the opening and closing ranks of NITs where you can know Rourkela status and this will help you to confirm and also try for other nits also apart from Rourkela.
