Yes, you can get NSIT on the basis of your JEE rank.

Dear Submit, Yes, absolutely you can. In order to get in NSIT, what you need is a good rank in JEE Mains and considerable score in class 12th. That's it. There are many students who are not from Delhi.

Aspirants need to pay INR 1,500 to apply for a course at NSUT. This fees excludes transaction fees. Candidates can pay the fees via any of the online payment modes.
