    Short Answer:
    Yes, you can get petroleum engineering with a domicile rank of 290 in UPES.
    Long Answer:
    Since you appeared for UPESEAT and got a rank of 290, petroleum engineering can surely be an option. However, the thing is what 289 students before you choose. Admissions in UPES are granted on the basis of merit and a counselling sessions where students choose an engineering branch on the turn by turn basis as per their rank. So, let's say students before you choose chemical, computer Science, mechanical, electrical and so on but not petroleum engineering, then your sure

    It is highly unpredictable to know what branch will be allotted on what rank. Moreover, one cannot refer to yesteryears allotment trends, as the number of seats, applicants, qualifiers, actual attendees and branch preferences are changing every year. There has been a shift in branch preferences over past few years. UPES though is a pioneer in Oil & Gas but has gradually diversified in various other sectors and trust me they are doing exceptionally good in other sectors as well.     Yes, there is a large possibility to get petroleum branch because you have one plus point that you have domicile.

    First of all, congratulations for securing such a good rank. Most probably you can get upstream but you need to confirm it during counselling.
