Can I get admission in SASTRA University to pursue EEE with 3820 rank in stream 1?

Your rank is good and I think you will be called for counselling on the last batch of June 19th or earlier on June 20th. So there are good chances to get a course like EEE, ECE, etc. but it also depends on the available seats. The seats available will be updated in the website www.sastra.edu.
But you can get a good course.
