    If you have Punjab quota, then you have 90% chances to get it.
    As per second cut-off list there is quite decrease in the cut off rank/marks.Try till second in-person counseling.
    It's bit difficult if you are from outside Punjab.
    Though try your best.

    You may get the seat in general counseling rounds.
    But Thapar Institute also conducts special rounds generally during end of July and in August month(or after the JoSAA counseling) for vacant seats.
    These vacant seats are created as students leave there seat for NITs and IITs.
    You may get a seat during that counseling. You can also switch your seat (if allowed in general counseling) during special rounds.
