Hello Sukanya, Yes, definitely you can. JEE Mains is an exam that would enable admission in first year of NITs. For lateral admission into 2nd year, there is normally no exam since it's based on marks obtained in Diploma.

Unfortunately, no. You can get admission to any college in Maharashtra whose admission process is controlled by DTE. IIT and about 4-5 more institutions in Maharashtra are out of the zone for you.
