Can I get admission in the college without appearing in JEE Mains exam?

I have passed 12th with PCM in 2017 with 76.4 %

    Yes, you can appear go for those colleges which take admission on merit basis but I don't think you be able to get B.Tech or not but you can get B.Sc on the basis of 12 marks only.
