Admission in top colleges will not be possible as you are not eligible for counselling as per the eligibility criteria. So, you will have to see if you can get into Panjab University, Chandigarh University and institutes that offer admission to students on the basis of class 12th percentage. If you

Don't be sad. There are many other good engineering college you can apply for. But, I will recommend you not to join engineering line. But, if you still want to be in engineering, then you can apply for these colleges: BIT- Mesra, Thapar University, Manipal Institute Of Technology, VIT, Vellore, RV

As your percentage (PCM) is less, you probably won't be getting any of the top colleges but then if you have good JEE score then your composite score might get you into a good college.
