no you cant. You need to have either IELTS or TOEFL scores.
English Language Proficiency requirement
IELTS English examination with a score of minimum 6 and no single element below 5.5 (can be completed during the Pune Tenure) OR
IELTS waiver in case you have 70% or more in English at 12th standard
