Can I get admission in Tolani Maritime Institute? My score in TMISAT is 38.75 out of 80, IMUCET rank is 4749 and scored 81.2% in 12th.

You have decent PCM score and Average Board Percentage. Moreover, it depends also upon how well your interview went.
As far as your admission in Tolani is concerned a decent PCM percentage would be anything above 60 %. If you score nearly between 40 to 50 in TMISAT, there's a high chance of you being appreciated. IMUCET rank below 2000 is always acceptable and reputed .
