Of-course, you can. But, the answer is not that simple. There are many other factors like which universities are you considering? What is your profile? Do you have any work experience? How well written are your recommendations and SoP?

most of the universities preferred 16 years education ,so you need to complete any 1 year certification course ,related your subject ,then apply , need valid certification . all the best.
