Yes, if you have completed your Bachelor's in Agriculture (from private or government institute) then you are eligible to apply for MSc Ag entrance exam.

Yes, basically any citizen of India can do Bsc, Msc, PhD in agriculture fron GBPUA&T Pantnagar. For getting seats to Bsc agri you should qualify the AIEEE conducted by ICAR, yearly for students passing out from 12 standards. Not only Pantnagar it applies to any state university in India. Moreover if you take admission in a college out of your domicile state you are eligible for NTS( NATIONAL TALENT SCHOLARSHIP)
