Yes, a JEE Main rank of 25,000 may be enough to get admission to some NITs, IIITs, and GFTIs. However, the likelihood of getting into an NIT is not very high.
With a JEE Main rank of 25,000 candidates can get admission to several NITs, IIITs and top private institutes.
