can I get admission to B.A English literature as I have taken Diploma in electrical engineering

If you had taken diploma after a +2 then there are chances, but it is better you continue with an engineering degree. Lateral entry is permitted in some states through lateral entry test

It would depend on the stream you had in your 12th if you are from Humanities background (which I understand that you are not) or you had English as one of the subjects in your 12th you can go ahead for B.A in English.
