    No, you cannot get admission to B.Com with 60% in Class 12 at Panjab University. The eligibility criteria for B.Com at Panjab University is a graduate degree with not less than 50% marks in the aggregate, or other specific qualifications recognised by the Syndicate. Class 12 marks are not considered for B.Com admission.
