No, JEE Main is compulsory to get admission in BTech programme of IIIT Bangalore. Once the JEE Main results are out, candidates are offered seat in the institute based on their ranks. The JEE Main closing rank for Integrated MTech CSE was 9545 AND 13669 for Electronics and Communication Engineering.
