Can I get admission to RCM in 2015-16? My MAT Score is 58.99 for September 2014 Examination.

Yes surely you can get admission into RCM 2015-16.if you have a 50% score in your graduation.
Your mat score is well enough to be eligible to sit for the gd/pi at RCM.
