No, you can't as the eligibility criteria is 75% boards and should have cleared the JEE mains.

Without writing JEE you cannot get a seat in NIT unless you have foreign citizenship, in this case, you can write SAT and get in but the fees you pay will be in Dollars and higher compared to the ones who got in through JEE.
