Hey there, Kindly google in the previous year's opening and closing rank for BIT, Mesra. You will get a rough idea whether you will be able to get ECE or not. About the counselling, it most probably begins in the 2nd or 3rd week of June. Check regularly the website for getting in the actual dates.
