Yes, one can get an Ireland student visa even if they do not wish to take the IELTS test. This can be done by either taking a preparatory pre-sessional English course in Ireland which further makes you eligible for a UG course without you having to take the IELTS or any other test. However, some pre-preparatory courses may also require some level of English proficiency, you must discuss the same with your university.
The other means of bypassing the IELTS test for Ireland student visa is to take other English test which you can prepare for well in time.
