Can I get any branch in top 3 NITs with JEE Mains (2017) CRL rank 41708 and OBC rank 10246? I am from Madhya Pradesh.

No, you can't get admission in top NITs with this rank.

Sorry to say but this rank is not enough to fetch any branch in top 3 NITs. However, you may get a NIT from the Top 10 list because you have reservation. You will definitely get admission in MANIT because reside in Madhya Pradesh, Your state quota and OBC quota will work for you to get into MANIT.

Yes of course, but make sure that you have scored 75% or above in 12th board with PCM but you may not get admission in the top NITs.
