Can I get any college in the field of engineering with JEE rank 654319 ?

It's hard to get admission in any good college even there is a little chance of getting admission in private college, try and search around you, maybe you will get, but I don't advice you to join those colleges instead of this you should drop or prepare for other state exams.

Yes, you are right and you don't want to drop a year then there's only one way go for B.Sc in any trade or if want to do something like engineering then do BCA or something related to that.
