In the SC quota, you can get the college but in the spot round of the counselling before that, it is not possible.

Your chances of getting CS in govt. colleges are very rare, but good luck. You can try for BIET, Jhansi and IERT-Allahabad.

In case, you don't get your desired college, don't settle for something mediocre. Instead of settling down for some mediocre college, it would be better if you try for some good private university. Many reputed private universities are offering B.Tech CSE. They have different criteria for admissions.
