Can I get any NIT with 61 marks in JEE Mains and an OBC rank of 59171?

It's not possible to get admission with this score even with these marks. Try getting different colleges and improve your skills because at the end they matter more than colleges.

No, getting into NIT with this rank is not possible. Try for a drop and work hard.

You can try for your home state NIT. You might get a lower branch there. Else you can try for some IIIT's or regional government colleges.

In JOSAA counselling registration form all my details are correct except my 12th board roll number, Is there any chance to change it?
