Can I get CET or VSSUT by giving OJEE exam? I haven't given JEE (Mains) exam this year.

For B.Tech regular, you have to appear for JEE Main examination. OJEE conducts the counselling programme based on JEE rank. For B.Tech lateral entry (after Diploma), OJEE exam is required, not for regular B.Tech. Hope that helps :)

If you have done Diploma, then it is possible to get through lateral entry, if not then the answer is no. good luck.
