Yes, you can easily get it as my friend last year scored 5 lakh rank and easily got there in the first round of the counseling only plus there is first come first serve basis also so if you want there only then apply as soon as possible. -

You will get waiting list but it will get clear and if you are from H.P then definitely you will a seat. -
Not in that particular college but apart from that you could get seat in many others college to puruse civil engineering.
