Can I get civil seat in SASTRA University? My IPE marks 972 in A.P, JEE Main score 59.

Yes, you can get the admission in SASTRA University, but I am not sure about the branch you will get there.

Yes, you can. I think your rank would be between 2200 to 2400.

The rank list has been released officially by SASTRA University on Saturday (June 10th). So if you tell me your rank (in both streams if applicable) then I may tell you accurately.

As per your ranks, you have very low chances or no chances to get a seat. If you have received a counselling call letter, then attend it and try for it.
If you are from Tamil Nadu then you may get it.
