It would be tough to get CSE in Vellore campus, but yes you can get in Chennai campus(slight chance).
But you can surely go for other branches at Vellore campus. -
As per your rank, you will not get CSE in VIT-Vellore because CSE is a highly demanded branch at VIT and all the seats fill up under 15K rank.

CSE at Vellore is difficult, but you can get at other campuses via counselling in category 3 or 4, but you have to pay more for that.
