Yes, there are quite good chances for that to happen. State quota will increase the chances to next level. So, go for it and participate in the counselling. Good luck.

Based on your rank, you might get admission in CE, but I can't say for sure. You should apply for it though as there is a chance that you might get a seat during spot round. However, if you belong to a reserve category, then your chances improve significantly.
